The Russian authorities intend to toughen criminal liability for cyber crimes and hacker attacks equate to theft. The relevant draft law had been prepared by Sberbank and the Russian interior Ministry with the support of the Central Bank of the Russian Federation.

As told "Izvestia" Deputy chief of the Main Directorate of security and information protection, Bank of Russia Artem Sychev, the bill contains requirements to qualify as cyber theft and install for the Commission of a more severe punishment. According to Sychev, currently responsible for cybercrime does not correspond to the amount of damages. For example, the offender who stole hundreds of millions of rubles, you may get probation.

Now in Russia the maximum sentence for cyber crime can be 5 years, whereas other countries have more strict punishment for such violations. In particular, U.S. law assumes 25 years in prison for computer crimes, China – 10 years of imprisonment.

Some experts supported the bill, noting that the law should be clearly spelled out definition of cybercrime to avoid the risk of overdoing it. If this is not done, downloading pirated software in this case can also be equated to cybercrime.

According to estimates of the Central Bank of the Russian Federation, by the end of 2016, the amount of misappropriation of funds as a result of cyber attacks will reach 4 billion rubles, whereas last year this amount was almost four times of 1.14 billion rubles.
