According to experts, the law does not regulate the issue of data storage, but only establishes the authority of the government.

Adopted by the state Duma last month, the so-called "anti-terrorism package" of laws caused a lot of controversy among representatives of the IT industry and relevant agencies. In particular, the Minister of communications and mass communications Nikolai Nikiforov said about the need to make a number of amendments to articles regarding technological sphere. In connection with the arisen questions, the head of the Duma Committee for security and combating corruption Irina Yarovaya in an interview with TV channel "Russia-24" gave explanations concerning its package of laws.

According to Spring, the document does not offer to store information, and only gives the government the right within two years to decide, "we need something to store or is not necessary, in what amount, in respect of any slice of the information". In other words, the law does not regulate this issue and sets out the powers of the government.

Spring also denied rumors of a possible increase in tariffs of carriers in connection with the adoption of the law. As assured the judge that there are no grounds for growth of prices for telecommunications services there.
